Regulatory Body for Drinking Water and Sanitation Services

It is the State institution of Honduras responsible for regulating and controlling water and sanitation services nationwide. Its goal is to ensure the population receives quality, efficient, sustainable, and accessible services.

To achieve this, it applies technical standards to supervise and evaluate service providers, also promoting citizen participation to strengthen transparency and local management. It is a decentralized entity, attached to the Ministry of Health, with functional, technical, and administrative autonomy.

The board consists of the Coordinating Director and two other directors.

Director's Message

The State of Honduras, within its responsibilities and in strict adherence to the promotion of Human Rights defense, including the Human Right to Water and Sanitation, recognized by the UN since July 28, 2010, through resolution 64/292, by the United Nations General Assembly and on September 28 by the Human Rights Council in resolution A/HRC/RES/18/1 and reaffirmed in the Constitution of the Republic: in its Article 145 states the following: "... Access to water and sanitation shall be declared a human right whose utilization and use shall be equitable, preferably for human consumption..."

The human right to water means that every individual has the right to a sufficient quantity of water, of quality, acceptable, physically accessible and affordable for personal and domestic uses. The human right to sanitation means that every person, without any discrimination, must have physical and economic access to sanitation services, in all spheres of life, that are safe, hygienic, socially and culturally acceptable, provide privacy and ensure the dignity of individuals.

We are the authority that regulates and controls the provision of drinking water and sanitation services to ensure the population receives services with quality, equity, and efficiency.

Vision

To be a consolidated and recognized institution as the national authority for regulation and control of the provision of drinking water and sanitation services that contributes to the quality of life of the Honduran population.

Strategic Objectives

  • Strengthen the implementation mechanisms of the regulatory framework and current legal provisions to guarantee their application by drinking water and sanitation service providers.
  • Strengthen control mechanisms of the provision of drinking water and sanitation services to verify and promote compliance with efficient management practices compatible with sanitary and environmental provisions.

Background

  • The Regulatory Body was created as one of the basic institutions of the new institutional framework of the drinking water and sanitation sector established in the Framework Law of November 2003, aiming to improve planning and service provision.
  • ERSAPS is a decentralized institution attached to the Ministry of Health, with functional, technical, and administrative independence, with regulatory and control functions over the provision of drinking water and sanitation services nationwide.
  • The law assigns municipalities and water management boards the provision of water and sanitation services, and establishes that ERSAPS has the authority to set control mechanisms over service conditions. These mechanisms can be general and local in nature, with support from regional, municipal instances and citizen audits.
